Should it specify that it calls rec-name by default?  No.  Change the
tests such that the uses of REC-FORTH that expect translate-name are
marked as "nice to have" rather than required.  Done: AE

### translate-cell

rec-number specifies that it produces translate-cell and
translate-dcell.  Add tests for that.  Done: AE

### How to proceed

Those who were present reached consensus that the proposal should
continue to CfV.  Action: AE
